ELEKTRONİK BELGE YÖNETİM SİSTEMİ (EBYS) YAZILIMI SEÇİMİNDE ÇOK KRİTERLİ KARAR VERME YÖNTEMLERİ: BİR BELEDİYE ÖRNEĞİ

Öz

e-Devlet uygulamalarının
uzantısı olan Elektronik Belge Yönetim Sistemi (EBYS) ile belgelerin elektronik
olarak arşivlenmesi sağlanmış ve böylece kamu kurumlarının daha izlenebilir ve
denetlenebilir olması amaçlanmıştır. Kamu kurumları tarafından dışarıdan temin
yoluyla sağlanan EBYS yazılımlarının TSE 13298 no.lu standarda uygun olması
gerekmektedir.



Yapılan alan araştırmasında,
kuruma en uygun yazılımın seçiminde, kamu kurumlarının zorluk yaşadıkları
görülmüştür. Uygulama çalışması, bir ilçe belediyesinde EBYS yazılımı seçimi
için yapılmıştır. Çalışmada SWARA yöntemiyle kriter ağırlıkları belirlenmiş,
alternatif EBYS yazılımlarının değerlendirilmesi ise çok kriterli karar verme
yöntemlerinden EDAS yöntemiyle yapılmıştır. Sıralamada en iyi değere sahip EBYS
yazılımı belediyeye önerilmiştir.

ELECTRONIC DOCUMENT MANAGEMENT SYSTEM (EDMS) SOFTWARE SELECTION WITH MULTI CRITERIA DECISION-MAKING METHOD: A MUNICIPAL CASE

Öz

It is enabled to archive the documents electronically with the
Electronic Document Management System, an extension of e-government
applications, and thus it is aimed to make public enterprises more tractable
and controllable. EDMS software outsourced by public institutions are required
to comply with the standard numbered TSE 13298.



The field research show that it is difficult for public enterprises to
choose the most appropriate software. Application of this study has been done
to the selection EDMS software in a district municipality. In the study,
criteria weights are determined by SWARA and the evaluation of alternative EDMS
software is made by EDAS which is a multi-criteria decision-making method. EDMS
software with the best value in the ranking was proposed to the municipality.

Dergimize gönderilecek makalelerin aşağıda linki verilen şablon dosyasına göre hazırlanması gerekmektedir. Şablon dosyasını indirip üzerinde düzeltmeler de yapılabilir. Şablon dosyasına uygun olarak hazırlanmayan makaleler editör tarafından yazara iade edilir.
