Öz

Avrupa Savunma Topluluğu'nun doğuşu, Pleven Planı ile başlayarak Avrupa Savunma Topluluğu'nu
Kuran Antlaşma ile sona eren bir süreci kapsar. AST, 1950'lerin başlarında önemli sorunlara çözüm
getiren bir yapılanma olarak görülmüş ve hem Amerika Birleşik Devletleri (ABD) hem de Batı Avrupa
devletleri tarafından desteklenmiştir. Ancak, Fransa için sorun teşkil eden yanları da bulunduğu için
Fransız Parlamentsu tarafından reddedilmiştir. Bu sebepler incelendiğinde, üç temel dinamik ile
açıklanabilmekte oldukları görülmektedir: Projenin 'prematüre' olması, önemli kararların büyük
kazanımlar söz konusu olmadıkça veril(e)memesi ve siyasal statünün karar alma mekanizması üzerindeki
etkisi.
