ASRIN FELAKETİNİN ARDINDAN AFET VE YOLSUZLUK İLİŞKİSİ: DOĞAL AFETLERİN YOLSUZLUK ÜZERİNE ETKİLERİ

Abstract

Yolsuzluk insanlık tarihi kadar eski bir olgudur. Genel olarak sosyal, kültürel, ekonomik ve bürokratik kurumların zayıf olduğu ülkelerde yolsuzluk eğilimi artmaktadır. Kamu sektöründeki yolsuzluğun ülkelerin ekonomik, politik ve sosyal performansı üzerindeki çeşitli zararlı etkileri ampirik çalışmalarla tespit etmiştir. Yolsuzluk ve büyük depremler nedeniyle ölümler arasındaki ilişki dikkate değerdir. Üstelik yolsuzluk afet öncesi önlemler, afet sırasında yapılması gerekenler ve afet sonrası süreçlerin yönetimini de olumsuz yönde etkilemektedir. Bu çalışmada yolsuzluk ve doğal afet ilişkisi ortaya konulmaya çalışılmıştır. Literatürün ışığında bir yandan yolsuzluğun doğal afet sonucu can kaybını arttırdığı öte yandan doğal afetlerin de yolsuzluğu arttırdığı tespit edilmiş ve doğal afetlerde yolsuzlukla mücadele stratejileri geliştirilmiştir.
