Analysis of science and technology policies in Turkey's eleven development plan: An assessment within the framework of global innovation index

Abstract

Technological advancements have significant effects on economic, social, and political aspects. Therefore, countries monitor and track their progress in science and technology through various policies and strategies. Turkey also sets its goals in the field of science and technology and tracks its progress according to development plans. Within the scope of this study, the Eleventh Development Plan is examined in terms of science and technology policies, and these policies are discussed under five topics: 1. Strengthening the science and technology infrastructure, 2. Promoting innovation and entrepreneurship, 3. Improving research and development activities, 4. Developing human resources, 5. Supporting strategic sectors. Turkey's global competition in these topics between the years 2019-2022 has been benchmarked according to the Global Innovation Index (GII). According to the benchmark analysis, Turkey's performance in the relevant science and technology policies in the last four years has been analyzed according to the KIE data within the scope of the study. As a result, it has been observed that Turkey performs better in policies related to entrepreneurship, R&D and strategic sectors compared to policies such as infrastructure, education, open innovation and human resource development.

Türkiye’nin on birinci kalkınma planında yer alan bilim ve teknoloji politikalarının analizi: Küresel inovasyon endeksi çerçevesinde bir değerlendirme

Abstract

Teknolojik gelişmelerin ekonomik, sosyal ve politik açılardan önemli etkileri bulunmaktadır. Buna göre ülkeler çeşitli politika ve stratejilerle bilim ve teknolojideki gelişmelerini izlemekte ve kaydetmektedirler. Türkiye de kalkınma planları ile bilim ve teknoloji alanında hedeflerini ortaya koymakta ve kalkınma planlarına göre gelişmelerini takip etmektedir. Çalışma kapsamında On Birinci Kalkınma Planı bilim ve teknoloji politikaları açısından incelenmiş ve bu politikalar beş başlıkta ele alınmıştır: 1. Bilim ve teknoloji altyapısının güçlendirilmesi 2. İnovasyonun ve girişimciliğin teşvik edilmesi 3. Araştırma ve Geliştirme faaliyetlerinin iyileştirilmesi 4. İnsan kaynağının geliştirilmesi 5. Stratejik sektörlerin desteklenmesi. Türkiye’nin 2019-2022 yılları arasında bu başlıklardaki küresel rekabeti Küresel İnovasyon Endeksi (KİE) verilerine göre kıyaslanmıştır. Türkiye’nin son dört yıl içerisindeki ilgili bilim ve teknoloji politikalarındaki performansı çalışma kapsamında KİE verilerine göre analiz edilmiştir. Sonuç olarak, girişimcilik, ar-ge ve stratejik sektörlere ilişkin politikalarda Türkiye’nin altyapı, eğitim, açık inovasyon ve insan kaynağının geliştirilmesi gibi politikalara nazaran daha başarılı bir performans sergilediği görülmüştür.
