MODERN DÜNYADA SAVAŞ SUÇU VE GÜÇ İLİŞKİSİ, İNSANCIL BİR BAKIŞ

Abstract

Günümüz modern dünyasında savaş suçu ve güç, irdelenmesi gereken en temel problemler içerisinde yer almaktadır. Genellikle güçlü olan ülkeler savaş suçlarının işlenmesine doğrudan veya dolaylı katkı sağlamaktadır. Araştırmada savaş suçu ve güç ilişkisinin vurgulandığı araştırmalar dikkate alınarak günümüzde meydana gelen savaşlar hakkında bir çıkarımda bulunulması amaçlanmıştır. Amaç doğrultusunda WoS veri tabanında savaş suçu ve güç ilişkisini ifade eden 500 makale analizin kapsamını oluşturmuştur. Araştırmada R programı altyapısı ile bibliyometrik analiz yönteminden faydalanılmıştır. Analiz sonucundan savaş suçu ve güç ilişkisinde, yazarların birçok kavrama vurgu yaptığı anlaşılmıştır. Uygulama sonucunda yazarların araştırmalarında en fazla vurgu yaptığı anahtar kelimeler arasında; savaş suçları, şiddet, suç, savaş, terörizm, güvenlik, Uluslararası Hukuk, organize suç, insan hakları, soykırım, adalet, kanun, güç, Uluslararası Ceza Mahkemesi, silahlı çatışma, iç savaş ve güvensizlik gibi kelimeler yer almıştır. Sonuç olarak güçlü ülkelerin, savaşa ve savaş suçlarına doğrudan ya da dolaylı olarak verdikleri desteklerin, 21. yüzyılda toplumsal kalkınma önünde ciddi bir engel teşkil ettiği anlaşılmıştır. Savaş suçunun oluşmasında etkili olan güçlü ülkelerin politik çıkarlar doğrultusunda, insanlığın veya toplumların özgürlüğünü yok saydığı, katliam, soykırım, işkence ve şiddet gibi olumsuz eylemlerin meydana gelmesine sebep oldukları ifade edilmiştir. Savaşlarda özellikle çocuk ve kadınlara yönelik katliamlarda ve savaş suçu sayılabilecek tüm eylemlerde, Uluslararası Hukuk Kurallarının işlevsizliği ifade edilmiştir. Araştırmada özellikle Filistin’in bağımsızlığı için verdiği mücadeleye vurgu yapılmıştır. İsrail’in savaştaki güç dengesizliğine, çıkarcı politikalarına, katliamlarına ve savaş suçu oluşturan faaliyetlerine Uluslararası Hukuk çerçevesinde yer verilmiştir. Araştırmada dünya toplumlarının Filistin destekli söylemleri, güçlü ülke politikacılarının savaş suçuna sebep olan eylemleri tartışılmıştır. Sonuç olarak savaş suçu ve güç ilişkisinin kötü niyetli politikacıların eylemleri ile katliama dönüştüğü anlaşılmıştır.

War Crime and Power Relationship in the Modern World, A Humanistic Perspective

Abstract

In today's modern world, war crimes and power are among the most fundamental problems that need to be examined. Generally, powerful countries directly or indirectly contribute to the commission of war crimes. The research aims to make an inference about the wars that occur today, taking into account the research that emphasizes the relationship between war crime and power. For this purpose, 500 articles expressing the relationship between war crime and power in the WoS database constituted the scope of the analysis. In the research, R program infrastructure and bibliometric analysis methods were used. As a result of the analysis, it was understood that the authors emphasized many concepts in the relationship between war crime and power. As a result of the application, among the keywords that the authors emphasized most in their research were; Words such as war crimes, violence, crime, war, terrorism, security, International Law, organized crime, human rights, genocide, justice, law, power, International Criminal Court, armed conflict, civil war and insecurity were included. As a result, it has been understood that the direct or indirect support of powerful countries to war and war crimes constitutes a serious obstacle to social development in the 21st century. It has been stated that powerful countries, which are effective in the formation of war crimes, ignore the freedom of humanity or societies in line with their political interests and cause negative actions such as massacre, genocide, torture, and violence to occur. The dysfunction of the Rules of International Law has been expressed in all actions that can be considered war crimes, especially in massacres against children and women during wars. In the research, particular emphasis was placed on Palestine's struggle for independence.
