Some Interesting Taxes Applied in England in the 17th and 18th Centuries

Abstract

The taxes applied in a country and the areas in which the public revenues will be used are determined by the social and economic structure of that country. Countries resort to taxes to obtain public revenue. Tax policies have been implemented by countries to serve fiscal or non-fiscal purposes. In England, especially in the 17th and 18th centuries, some interesting taxes such as fireplace tax, window tax, soap tax, wallpaper tax, hat tax and brick-tile tax were introduced to generate income. These taxes that were put into effect met with people's reaction, and people tried to stay away from the subject of the tax in order to avoid paying these taxes. During that period, people closed their fireplaces and windows in order to avoid paying taxes; reduced the use of soap, wallpaper, hats, bricks and tiles. In the study, the characteristics of the fireplace tax, window tax, soap tax, patterned wallpaper tax, hat tax and brick-tile tax, their implementation principles and the reactions to these taxes were examined.

İngiltere’de 17 ve 18. Yüzyıllarda Uygulanan Bazı İlginç Vergiler

Abstract

Bir ülkede uygulanan vergiler ve elde edilen kamu gelirlerinin hangi alanlarda kullanacağı o ülkenin sosyal ve ekonomik yapısıyla belirlenmektedir. Ülkeler bulundukları mali yapı içerisinde kamu geliri elde etmek için vergilere başvurmaktadır. Vergi politikaları dönem dönem ülkeler tarafından mali veya mali olmayan amaçlara hizmet etmek için uygulanmıştır. İngiltere’de özellikle 17 ve 18. yüzyıllarda gelir elde etmek adına şömine vergisi, pencere vergisi, sabun vergisi, desenli duvar kağıdı vergisi, şapka vergisi ve tuğla-kiremit vergisi gibi ilginç birtakım vergiler yürürlüğe konulmuştur. Yürürlüğe konulan bu vergiler insanların tepkisiyle karşılaşmış ve insanlar bu vergileri ödememek için verginin konusundan uzak durmaya çalışmıştır. Söz konusu dönemde vergi ödememek adına insanlar şömineleri ve pencereleri kapatmış; sabun, duvar kağıdı, şapka, tuğla ve kiremit kullanımlarını azaltmıştır. Çalışmada şömine vergisi, pencere vergisi, sabun vergisi, desenli duvar kağıdı vergisi, şapka vergisi ve tuğla-kiremit vergisinin özellikleri, uygulanma esasları ve bu vergilere karşı oluşan tepkiler incelenmiştir.
