Akademik Birim Yöneticilerinin Moora Yöntemiyle Seçilmesi: Kırıkkale Üzerine Bir Uygulama

Öz

Üniversiteler bünyesinde eğitim-öğretim faaliyetlerini sürdüren Meslek Yüksek Okulları’nın (MYO) öncelikli amacı sanayiye ve diğer alanlara nitelikli eleman yetiştirmektir. MYO’ların bu beklenen görevlerini yerine getirebilmeleri için fiziki şartlar, mali yeterlilikler ve yeterli öğretim elemanının varlığı gibi şartların yanı sıra vizyon ve strateji sahibi yöneticilere de sahip olması gerekmektedir. MYO’lar da yöneticiler, Üniversite Rektörü tarafından belirlenmekte ve atanmaktadır. Oysa olması gereken bu tür görevlendirmelerde liyakatin öne çıkmasıdır. Bu çalışma ile bu soruna bilimsel bir çözüm model önerisi getirilmiştir. Bu modelde Analitik Hiyerarşi Süreci (AHS) ve Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) yöntemleri bütünleşik olarak kullanılmıştır. Yönetici ölçüt ağırlıkları AHS ile belirlenmiş ve en uygun yöneticinin seçimi ise MOORAMULTIMOORA yöntemine göre yapılmıştır. Çalışma sonuçları MYO’lara yönetici seçiminde en önemli kriterin “sosyal ilişkiler” olduğunu ortaya koymuştur. Ayrıca bulgular MOORA yönteminin çeşitli sürümlerinde birbirine benzer sonuçlara ulaşıldığını göstermiştir.

SELECTING THE ADMINISTRATORS OF ACADEMIC UNITS WITH MOORA METHOD: AN APPLICATION ON KIRIKKALE

Öz

The primary objective of the vocational schools within universities is to train qualified staff for the industry and other related fields. In order to fulfill this task, vocational schools need sufficient physical conditions and adequate financial qualifications as well as qualified instructors and administrators with visional and strategic strength. Administrators of the vocational schools are determined and assigned by the Rector. A scientific model is proposed as a solution to this problem with this study. The model used in this study is an integrated method composed of the Analytic Hierarchy Process (AHP) and the Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA). The administrator measure weights were determined by AHP and the selection of the most appropriate administrator was carried out according to the MOORA-MULTIMOORA method. The results of the study indicated that the most important criterion in choosing administrators for vocational schools is “social relations”. In addition, findings demonstrated that various versions of MOORA method gave similar results.
