AB’nin Güney Komşuları ile İlişkileri: Göçün Güvenlikleştirilmesi ve Sivil Topluma Etkiler

Öz

Avrupa Birliği’nin (AB) güney komşularına yönelik politikası, kapsamındaki
ülkelerin ihtiyaçlarına göre farklılaştırılmış politikalar, teknik ve mali
yardım öngören “Avrupa Komşuluk Politikası” kapsamında ele alınmaktadır. “Arap
Baharı” gelişmeleri ile 2011 ve sonrasında 2015 yıllarında revize edilen “Avrupa
Komşuluk Politikası” göç ve terörizm nedeniyle giderek daha fazla önem
kazanmaya devam etmektedir. AB’nin güney komşularına yönelik politikasının göç
ve terörizm gibi “tehditler” nedeniyle “güvenlik” odaklı tartışmalara neden
olduğu bir dönemde, AB’nin, üçüncü ülkelerle ilişkilerinde öncelikli yer tutan ve
bölgedeki otoriter yönetimler altında çeşitli kısıtlar yaşayan sivil topluma
yönelik yaklaşımı önem kazanmaktadır. Bu çalışmada AB’nin güney komşularına
yönelik politikasında göçü güvenlikleştirmesinin, bölgedeki sivil toplum
kuruluşları nezdinde etkileri, gerçekleştirilen faaliyetler, bu faaliyetlerin
sonuçları incelenecektir.
