KAMU HARCAMALARI VE TİCARİ AÇIKLIĞIN İŞSİZLİK VE GENÇ İŞSİZLİĞE ETKİSİ

Bu çalışmada
Türkiye’de kamu harcamaları ve ticari açıklığın işsizlik ve genç işsizlik üzerindeki
etkisi araştırılmıştır. 2006Q:1-2017Q:3 döneminin incelendiği bu çalışmada söz
konusu değişkenler ile işsizlik ve genç işsizliği arasındaki kısa ve uzun
dönemli ilişkiler ARDL sınır testi yaklaşımı ve hata düzeltme modeli (ECM)
yaklaşımı ile tahmin edilmiştir. Ulaşılan bulgular uzun dönemde cari ve
transfer harcamaları ile işsizlik arasında pozitif, ticari açıklık ile işsizlik
arasında ise negatif bir ilişkinin olduğunu göstermiştir. Yine elde edilen
bulgulara göre yatırım ve transfer harcamaları ile genç işsizlik arasında
pozitif, ticari açıklık ile genç işsizlik arasında negatif bir ilişki olduğu
ortaya çıkmıştır. Söz konusu bağımsız değişkenlerin işsizlik ve genç işsizliği
üzerindeki kısa dönemli etkilerinin ise bir çeyreklik bir zaman dilimi içerisinde
dengeye geleceği sonucuna ulaşılmıştır.
