AVRUPA BİRLİĞİ’NDE KAMU YÖNETİMİ REFORMLARI ÜZERİNE BİR DEĞERLENDİRME

Öz

Avrupa
Birliği ülkelerinde kamu yönetimi reformları ile ilgili olarak 1980’lerden bu
yana kapsamlı bir dönüşüm yaşanmıştır. Bu reformların iki dönem olarak
incelenmesi mümkündür. 1990’ların ortalarına kadar olan dönemde reformlar yeni
kamu işletmeciliği paradigmasının etkisi altında gerçekleştirilmiştir. Daha
sonraki reformlarda ise YKİ’nin ilkelerine yönelik ciddi eleştirilerin
getirildiğini görmek mümkündür. Günümüzde Avrupa Birliği ülkelerinde kamu
yönetimi reformları hakkındaki tartışmalar yoğun şekilde devam etmektedir.
Diğer taraftan, AB tarafından aday ülkelerden birtakım kamu yönetimi reformlarını
hayata geçirmeleri talep edilmektedir. Kamu yönetimi reformları konusunda
izlenecek yol konusunda yoğun tartışmaların sürdüğü bir ortamda bu türden
taleplerin ne kadar etkili olacağı belirsizdir. Bazı çalışmalar, son dönemde kamu
yönetimi reformlarının yönü hakkında kafa karışıklığının arttığını
göstermektedir. Bu çalışmada yeni kamu işletmeciliğinin özellikle son 10 yılda
Avrupa ülkelerinde ciddi eleştirilerle karşılaştığı ileri sürülmekte ve
örnekler verilmektedir. Türkçe literatürde bu konuda çalışmaların azlığı
dikkate alındığında çalışmanın alana katkı yapacağı düşünülmektedir.
