Through an in-depth analysis of Turkish research universities, the urgent need for legislative reforms and a comprehensive evaluative study was underscored to aid in the transition of non-research-oriented universities. Evidence of the profound effect of research universities on socioeconomic growth was presented, including the use of patents and intellectual property rights.
