AB  - This paper delves into the intricate landscape of research universities and their impact on global higher education. Through an in-depth analysis of Turkish research universities, the urgent need for legislative reforms and a comprehensive evaluative study was underscored to aid in the transition of non-research-oriented universities. Evidence of the profound effect of research universities on socioeconomic growth was presented, including the use of patents and intellectual property rights. Finally, the study analysed the emergence of Dokuz Eylül University in Social Science and Marine technologies, and provided recommendations for strategic interventions and investments for the university to further enhance its global academic standing.
