The “Entropy Method” was used to determine the importance of the 36 indicators, and the “Gray Relational Analysis” technique was used to rank the universities according to their performance. In annual data calculations for 2015 to 2022, the weights of indicators as well as the scores and rankings of universities change very rapidly, which makes it difficult to accurately measure the performance of universities. In order to eliminate this problem, the indicators and university performances were analyzed not on an annual basis, but by taking averages over five-year time periods (2015 – 2019, 2016 – 2020, 2017 – 2021 and 2018 – 2022). The indicator set established in this study reflects the progress of 23 designated research universities and 6 candidate research universities in Türkiye for the period 2015–2022, providing a systematic basis for performance evaluation. It is hoped that the techniques used and the findings obtained in this study will contribute to the development of a new system for determining the performance rankings of research universities as well as the creation of new policies by higher education stakeholders.
