Makale, politikanın toplumsal rızasını, gerekliliğini ve yasallığını incelemekte ve Michael Mann'ın devlet kapasitesi teorisini bu analize uygulamaktadır. Makale, Türkiye'nin Suriyelilere yönelik göç politikasının meşruiyeti ile devlet kapasitesi arasında bir ilişki olduğunu ileri sürmektedir. Bu ilişkiyi incelemek için, tesadüfi olmayan örnekleme yöntemi kullanılarak Türkiye'nin Kilis, Mersin ve İstanbul bölgelerinde 390 vatandaş üzerinde bir anket çalışması yapılmıştır. İlk olarak, argümanları test etmek için bir korelasyon analizi yapılmıştır. Sonuçlar, toplumsal rıza, gereklilik inancı ve yasal faktörlere bağlılık ile devletin kapasitesi arasında bir korelasyon olduğunu göstermektedir. İkinci olarak, devletin kapasitesi ile rıza, yasallık ve gereklilik arasındaki doğrusal ilişkiyi belirlemek için çoklu regresyon analizi yapılmıştır. Regresyon modeli, F (148.177) ve sig (0.000) değerlerinin de gösterdiği gibi istatistiksel olarak anlamlıdır. Model, bağımsız değişkenlerin bağımlı değişkendeki varyasyonun yaklaşık %53'ünü açıkladığını göstermektedir. Türkiye'nin Suriyelilere yönelik göç politikasının toplumsal rıza, gerekliliğine inanç ve yasallığı içeren bir meşruiyet sağlayamaması nedeniyle devletin altyapısal gücünde bir eksiklik yaratabileceği öngörülebilir.Anahtar Kelimeler: Meşruiyet, Rıza, Gereklilik, Yasallık, Devlet kapasitesi KW - Meşruiyet KW - Rıza KW - Gereklilik KW - Yasallık KW - Devlet kapasitesi N2 - The Legitimacy Of Turkey's Policy on Syrian Asylum Seekers ABSTRACTThis article assesses the legitimacy of Turkey's immigration policy towards Syrians. The article examines the societal consent, necessity and legality of the policy, and applies Michael Mann's state capacity theory to this analysis. The article posits a correlation between the legitimacy of Turkey's immigration policy towards Syrians and state capacity. To examine the relationship, a survey was conducted on 390 citizens in the Kilis, Mersin, and Istanbul regions ofTurkey using a non-random sampling method. Firstly, a correlation analysis was conducted to test the arguments. The results indicate a correlation between societal consent, belief in necessity, and adherence to legal factors and the state's capacity. Secondly, a multiple regression analysis was conducted to determine the linear relationship between the state capacity and consent, legality and necessity. The regression model is statistically significant, as shown by the F (148.177) and sig (0.000) values. The model shows that the independent variables explain around 53% of the variation in the dependent variable.
