AB  - Amaç - Bu çalışmanın amacı; Türkiye’de devlete güven çalışmalarında kullanılabilecek, psikometrik özellikleri görgül olarak test edilmiş, pratik bir devlete güven ölçeğini literatüre kazandırmaktır.Yöntem – Devlete güven konusunda 7 katılımcı ile yarı yapılandırılmış görüşme yapıldıktan sonra madde havuzu oluşturulmuştur. Maddeler için uzman görüşü alındıktan sonra ölçek 251 katılımcıya uygulanmıştır. Veriler SPSS ile analiz edilmiştir.Bulgular – Analizler sonucunda Devlete Güven Ölçeği’nin “güvenliğe ve hizmete yönelik güven”, “şeffaflık ve eşitliğe yönelik güven”, “devlet yetkililerine ve ekonomiye yönelik güven” ve “hukuk sistemine güven” olmak üzere dört alt boyuttan oluştuğu bulunmuştur. Ölçeğin iç tutarlılık güvenirliğinin tatmin edici olduğu görülmüştür. Ayrıca, Devlete Güven Ölçeği’nin ölçüt bağıntılı geçerliliğini incelemek için Genelleştirilmiş Güven Ölçeği uygulanmıştır ve iki ölçek arasında pozitif yönde anlamlı bir ilişki bulunmuştur.Sonuç – Yapılan analizler sonucunda, Devlete Güven Ölçeği’nin psikometrik özellikleri görgül olarak test edilmiş ve geçerli ve güvenilir bir araç olduğu ortaya konmuştur.Anahtar Kelimeler: Güven, sosyal güven, devlete güven, genelleştirilmiş güvenJEL Kodları: H11

N2  - Purpose – The aim of this study is to introduce to the literature a practical trust in government scale that can be used in studies of trust in government in Turkey, and whose psychometric properties have been empirically tested.Methodology – After a semi-structured interview with 7 participants about trust in the state, an item pool was created. After receiving expert opinion for the items, the scale was applied to 251 participants. The data were analysed with SPSS.Findings – As a result of the analyses, it was found that the Trust in Government Scale consists of four sub-dimensions: ‘trust in security and service’, ‘trust in transparency and equality’, ‘trust in government officials and economy’ and ‘trust in the legal system’. The internal consistency reliability of the scale was found to be satisfactory. In addition, the Generalised Trust Scale was applied to examine the criterion-related validity of the Trust in Government Scale and a significant positive relationship was found between the two scales.Conclusions – As a result of the analyses, the psychometric properties of the Trust in Government Scale were empirically tested, and it was found to be a valid and reliable tool.Keywords: Trust, social trust, trust in government, generalized trustJEL Codes: H11
