AB  - Bu çalışma, Almanya ve Avrupa Birliği’nin göç politikalarını, 2013 Türkiye-Avrupa Birliği Geri Kabul Anlaşması ve 2016 Türkiye-Avrupa Birliği Zirve Bildirisi bağlamında ele almaktadır. Çalışmada, özellikle "uzun göç yazı" (Langen Sommer der Migration) olarak adlandırılan 2015 yılındaki büyük göç hareketi incelenmektedir.  Bu dönemde, Yunanistan, Makedonya ve Sırbistan üzerinden Avrupa Birliği’ne, özellikle Avusturya ve Almanya’ya yönelik kitlesel mülteci akışı yaşanmıştır. Almanya’nın sınırlarını mültecilere resmen açmasıyla başlayan bu süreç, ülkenin göç politikalarını ve altyapısını önemli ölçüde etkilemiştir. Aynı zamanda, Avrupa’da ve Almanya’da yaşanan terör saldırıları, toplumda artan endişe ve mülteci karşıtlığına yol açmıştır. Bu durum, göç dalgasını kontrol altına almak ve düzensiz göçü önlemek amacıyla Avrupa Birliği’nin çeşitli politikalar geliştirmesine neden olmuştur. Bu bağlamda, 2016 Zirve Bildirisi yayınlanarak, Türkiye ile Avrupa Birliği arasında 2013 yılında imzalanan Geri Kabul Anlaşması’nın yürürlüğe girmesi güvence altına alınmıştır. Söz konusu anlaşma, özellikle Suriye’de 2011’de başlayan savaş nedeniyle artan mülteci akınını düzenlemeyi hedeflemiştir. 2015 yazında Avrupa’ya yönelen göç dalgası, bu anlaşmayı Avrupa Birliği göç politikalarının temel unsurlarından biri haline getirmiştir. Bu süreç, aynı zamanda Alman toplumunda sosyal ve siyasi tartışmalara, hatta kutuplaşmalara neden olmuştur.

N2  - This study examines the migration policies of Germany and the European Union in the context of the 2013 Turkey-EU Readmission Agreement and the 2016 Turkey-EU Summit Declaration. It focuses on the significant migration movement in 2015, referred to as the "long migration summer" (Langen Sommer der Migration), during which large-scale flows of refugees occurred through Greece, North Macedonia, and Serbia toward the European Union, particularly Austria and Germany. Germany's decision to officially open its borders to refugees substantially impacted the country's migration policies and infrastructure. At the same time, a series of terrorist attacks in Europe and Germany during this period heightened public concern and opposition to refugees. These developments prompted the European Union to create various policies to manage and prevent irregular migration flows. In this context, the 2016 Summit Declaration was issued, ensuring the implementation of the Readmission Agreement signed between Turkey and the European Union in 2013. This agreement aimed to regulate the influx of refugees, particularly stemming from the war in Syria, which began in 2011. By the summer of 2015, the refugee flow toward Europe had made this agreement a cornerstone of EU migration policies. This period also sparked significant social and political debates and even divisions within German society.
