AB  - Bu çalışma, Michel Foucault’nun iktidar teorileri çerçevesinde iktidar modellerini incelemekte ve iktidar ilişkilerinin tarihsel dönüşümünü analiz etmektedir. Özellikle Foucault’nun biyoiktidar modeline referansla gelişen psikopolitika kavramına odaklanılarak, neoliberal dönemde iktidarın daha görünmez, içselleştirilmiş ve öz-denetime dayalı bir biçime nasıl evrildiği ortaya konmaktadır. Psikopolitika, dışsal zorlamaların yerini içsel motivasyonlara ve gönüllü öz-denetime bıraktığı yeni bir iktidar biçimini tarif ederken, neoliberal tahakkümün görünmez işleyişini anlamaya imkân tanımaktadır. Çalışma ayrıca iktidar ve özne arasındaki karşılıklı ilişkiyi ele almakta; özne kavrayışının iktidar tekniklerindeki dönüşümlerle nasıl şekillendiğini tartışmaktadır. Foucault’nun görüşleri temel alınarak, Deleuze ve Byung-Chul Han’ın "köstebek" ve "yılan" metaforlarıyla disiplin toplumundan neoliberal kontrol toplumuna geçiş sürecinde ortaya çıkan özne tipolojileri analiz edilmiştir. Bu teorik zeminin ardından, çalışma yaşam boyu öğrenme söylemini psikoiktidar bağlamında somut bir örnek olarak incelemektedir. Yaşam boyu öğrenme, bireyin kendini sürekli güncellemesini, uyum sağlamasını ve üretkenliğini artırmasını teşvik eden bir söylem olarak, neoliberal iktidarın özneyi akışkan, uyarlanabilir ve kendi üzerinde sürekli çalışan bir varlığa dönüştürme stratejisinin bir aracı olarak değerlendirilmektedir. Bu bağlamda, yaşam boyu öğrenme söylemi, psikoiktidarın güncel toplumsal işleyişteki görünmez etkilerini açığa çıkaran önemli bir analiz alanı sunmaktadır. Sonuç olarak bu çalışma, neoliberal psikopolitik iktidarın hangi mekanizmalarla işlediği sorusuna odaklanmakta ve "yaşam boyu öğrenme" söyleminin, bireyi sürekli bir kendini geliştirme ve piyasaya uyumlanma projesine dönüştürerek bu iktidar formunun temel taşı haline geldiğini ortaya koymaktadır.

N2  - This study examines models of power within the framework of Michel Foucault's theories of power and analyzes the historical transformation of power relations. Focusing particularly on the concept of psychopolitics, which developed in reference to Foucault’s model of biopower, it reveals how power in the neoliberal era has evolved into a more invisible, internalized, and self-regulating form. Psychopolitics describes a new form of power in which external coercion is replaced by internal motivation and voluntary self-discipline, allowing for a deeper understanding of the subtle mechanisms of neoliberal domination. The study also explores the reciprocal relationship between power and subjectivity, discussing how conceptions of the subject are reshaped through transformations in power techniques. Based on Foucault’s views, the subject typologies emerging during the shift from the disciplinary society to the neoliberal control society are analyzed through Gilles Deleuze’s “mole” and Byung-Chul Han’s “snake” metaphors. Building on this theoretical foundation, the study then examines the discourse of lifelong learning as a concrete example within the context of psychopower. Lifelong learning, which encourages individuals to constantly update themselves, adapt, and increase their productivity, is evaluated as a strategy used by neoliberal power to construct fluid, adaptable, and self-managing subjects. In this regard, the discourse of lifelong learning offers a significant analytical space to uncover the invisible effects of psychopower in contemporary society. In conclusion, this study focuses on the question of which mechanisms neoliberal psychopolitical power operates through, and reveals that the discourse of "lifelong learning" has become the cornerstone of this form of power by transforming the individual into a project of continuous self-improvement and adaptation to the market.
