Based on a literature review, the criteria were determined as voice and accountability, political stability and absence of violence/terrorism, government effectiveness, regulatory quality, rule of law, control of corruption, economic freedom index, and human development index. The data were obtained from the World Bank, Heritage Foundation, and UNDP reports. The weights of the criteria were calculated using the MEREC method, while the performance rankings of the countries were determined through CRADIS, SPOTIS, and RSMVC methods. According to the MEREC results, the most important criteria were identified as human development index, regulatory quality, and voice and accountability, whereas control of corruption, government effectiveness, and economic freedom index were the least important. Overall findings indicate that the United Arab Emirates, South Africa, and India show the highest performance, while the Russian Federation, Ethiopia, and Iran rank lowest in terms of the evaluated indicators.}, number={2}, publisher={Seyfettin ERDOĞAN}
