AB  - Barınma, insanların temel gereksinimlerinden biri olup, afet sonrası süreçlerde yalnızca fiziksel değil, psikososyal ihtiyaç-ları da karşılamalıdır. Çalışmada, afet sonrası geçici barınma birimlerine ilişkin standartlarda psikososyal gereksinimlerin yeterince ele alınmaması temel problem olarak belirlenmiştir. Amaç, rehabilitasyon aşamasındaki geçici barınma birimle-rinde psikososyal gereksinimleri belirleyip sınıflandırmak ve bu gereksinimlerin AFAD Yönergesi ile Sphere Rehberi’nde ne ölçüde yer aldığını analiz etmektir. Literatür taraması sonucunda psikososyal gereksinimler; bireysel, deneyimsel, toplum-sal ve güvenlik olmak üzere dört başlık altında toplanmıştır. Çalışmada, nitel veri analizi sağlayan MAXQDA programı kullanılarak ilgili standartlar incelenmiş ve belirlenen psikososyal gereksinimlere göre kodlama sistemi oluşturularak frekans analizi yapılmıştır. Elde edilen bulgular, her iki standartta da güvenlik gereksinimlerine öncelik verildiğini, ancak bireysel ve deneyimsel gereksinimlerin arka planda kaldığını göstermektedir. Sonuç olarak, mevcut standartlarda psiko-sosyal gereksinimlere olan vurgunun yetersizliğini ortaya koyan bu çalışma, geçici barınma standartlarının bu gereksinim-leri kapsayacak şekilde geliştirilmesine dikkat çekmekte ve bu doğrultuda, geçici barınma politikalarının iyileştirilmesine yönelik önemli bir perspektif sunmaktadır.

N2  - Shelter is one of the basic needs of people and should meet not only physical but also psychosocial needs in post-disaster processes. This study identified the failure to adequately address psychosocial needs in standards related to temporary housing units after a disaster as a fundamental problem. The aim is to identify and classify psychosocial needs in tempo-rary housing units during the rehabilitation phase and analyze the extent to which these needs are addressed in the AFAD Guidelines and the Sphere. Handbook. As a result of the literature review, psychosocial needs were grouped under four headings: individual, experiential, social, and security. In the study, the MAXQDA program, which facilitates qualita-tive data analysis, was utilized to examine the relevant standards. A coding system was then created based on the identi-fied psychosocial needs, followed by a frequency analysis. The findings indicate that both standards prioritize security needs, but individual and experiential needs are not adequately addressed. In conclusion, this study highlights the inade-quacy of the emphasis on psychosocial needs in the current standards and draws attention to the need to develop tempo-rary shelter standards that encompass these needs. In this regard, it offers an important perspective for improving tem-porary shelter policies.
