AB  - Araştırmanın amacı, Aile ve Sosyal Hizmetler Bakanlığı bünyesinde görev yapan sosyal hizmet uzmanlarının kamu politikalarına ilişkin görüş ve değerlendirmelerini ortaya koymaktır. Araştırma, nitel araştırma yöntemlerinden biri olan yarı yapılandırılmış görüşme tekniğiyle gerçekleştirilmiş ve kamu politikalarının uygulanmasında doğrudan görev alan 20 sosyal hizmet uzmanı ile birebir görüşmeler yapılmıştır. Görüşmeler sonucunda elde edilen bulgular tematik analizle incelenmiş ve “kamu politikasının tanımı”, “kamu politikasının başarısı”, karşılaşılan temel zorluklar”, koruyucu-önleyici hizmetleri”, uygulayıcı aktörler ve iş birliği ağları” ve “araştırmaya ilişkin gereksinim” gibi ana temalar altında toplanmıştır. Katılımcılar kamu politikalarını, toplumsal refahı artırma ve dezavantajlı grupları koruma odaklı bir sistem olarak tanımlamışlardır. Ancak sahadaki deneyimlerine göre, koruyucu ve önleyici hizmetlerin yetersiz kaldığı, bazı yasal düzenlemelerin uygulanmasında sorunlar yaşandığı ve kurumlar arası iş birliğinde eksiklikler bulunduğu belirtilmiştir. Ayrıca, kamu politikalarının oluşturulmasında saha personelinin yeterince sürece dahil edilmediği ve bu durumun uygulamada aksaklıklara yol açtığı ifade edilmiştir. Bu çalışma, kamu politikalarının daha kapsayıcı, sahadan beslenen ve sürdürülebilir olması gerektiğine vurgu yapmakta; sosyal hizmet mesleğinin politika üretim süreçlerinde daha aktif bir rol üstlenmesi gerektiğini ortaya koymaktadır.

N2  - The purpose of the study is to reveal the opinions and assessments of social workers working within the Ministry of Family and Social Services regarding public policies. The study was conducted using the semi-structured interview technique, one of the qualitative research methods, and one-on-one interviews were conducted with 20 social service specialists who are directly involved in the implementation of public policies. The findings obtained from the interviews were examined through thematic analysis and grouped under the following main themes: “definition of public policy”, “success of public policy”, “key challenges encountered”, “protective and preventive services”, “implementing actors and cooperation networks” and “research needs”. Participants defined public policies as a system focused on increasing social welfare and protecting disadvantaged groups. However, based on their field experience, they noted that protective and preventive services were inadequate, there were problems in the implementation of some legal regulations, and there were deficiencies in inter-institutional cooperation. Additionally, it was stated that field personnel were not sufficiently involved in the process of developing public policies, and that this situation led to difficulties in implementation. This study emphasizes the need for public policies to be more inclusive, field-informed, and sustainable, and highlights the need for the social work profession to take a more active role in policy-making processes.
