KW - Su Yönetimi KW - TOPSİS KW - Çok Kriterli Karar Verme KW - Su Kayıp-Kaçakları N2 - Increasing population, climate change, and growing pressure on water resources have made the sustainable and efficient management of drinking water infrastructure systems more critical than ever. Reliable and continuous water supply depends not only on the availability of water resources but also on the effective operation and regular performance evaluation of existing infrastructure systems. In this context, systematic analysis of infrastructure performance is a key tool for assessing service quality and resource efficiency of local authorities. This study investigates the drinking water infrastructure performance of nine municipalities in Kars Province using an inventory-based, multi-dimensional analysis approach. Water supply methods, network and storage characteristics, monitoring infrastructure, and non-revenue water components were evaluated. Leakage rates were calculated based on the International Water Association water balance approach, and relationships between variables were examined using Pearson correlation analysis. Partial analyses were conducted to assess scale effects, municipalities were compared using the TOPSIS method, and sensitivity of results to weighting assumptions was tested. The findings indicate that leakage rates are more strongly associated with monitoring and billing indicators, while the influence of physical infrastructure parameters varies when scale effects are considered. These results highlight the need for integrated evaluation combining technical and operational indicators. CR - Alegre, H., & Coelho, S. T. (2012).
