AB  - Özet:Katılım ve açıklık uygulamalarının ortak amacı, kamuyönetimiyle halk arasındaki mesafenin, halka dönük hizmetanlayışıyla ve yöneten-yönetilen etkileşimi sayesinde, asgaridüzeye indirilmesiyle konumlandırılır. Ümraniye ve Şişlibelediyelerinde, katılım ve açıklık uygulamalarının nasılşekillendiği; katılım ve açıklık ilkeleriyle uyumlu birkurumsallaşmaya gidilip gidilmediği alanda incelenmiştir.İncelemede, geleneksel kamu yönetimi anlayışının, bellioranda halen geçerliliğini koruduğu görülmüştür. Katılım veaçıklık konusunda, yasal düzenlemelere dayalı teorinin pratiğetam olarak yansımadığı, bu incelemede ortaya konmayaçalışılmıştır.Abstract:Mutual theme of the participation and opennessnotions emerge from the claim that the distinction anddistance between the governing and governed could beminimized via communication and interaction. We observethat conventional public administration understanding stillprotect the centrist-unionist-authoritative administrationpractices. It can be seen in this research that the theory ofjoining administration is not actualized; legal regulationsdon’t correspond the implementations. In the case of Şişli andÜmraniye Municipalities, how participating and opennessimplementations are formed, whether participation hashappened or not is investigated in the field. Some of thecritical results of the research can be seen in this paper.
