Bu teknolojilerin; maliyetten ve zamandan verimliliği sağlaması, iş birliğini teşvik etmesi, üretkenlik artışı sağlaması, müşteri/vatandaş memnuniyetini arttırması gibi çok sayıda katkısı olduğu düşünülmektedir. Son yıllarda benzeri görülmemiş bir büyüme yaşayan yeni nesil teknolojilerden olan blok zincir teknolojisi şeffaflık, anlık veri izleme, bütünsel karar alma ve verimlilik artışı sağladığı için kullanılmaktadır. Aynı zamanda blok zinciri teknolojisi, merkezi ve yerel yönetimlerin daha verimli çalışmasına ve daha hızlı yenilik yapmasına yardımcı olmaktadır. Vatandaşlar ve kurumlar arasında verilerin güvenli bir şekilde paylaşılması, sözleşme yönetimi, kimlik yönetimi ve vatandaş hizmetleri için değişmez bir denetim sağlarken güveni artırmaktadır. Teknolojik gelişmelere paralel olarak kamu sektöründe hızlı bir değişim ve dönüşüme sahne olmaktadır. Bu değişim ve dönüşüm ülke ölçeğinde ele alındığında farklı boyutlarda yaşanmaktadır. Gürcistan’da tapu sisteminde, Singapur’da finansal sistemlerde; Güney Kore’de, siyasi seçimlerde; Gana Hükümetinde, taşınmaz mülkiyetinde; İsveç’te gayrimenkul işlemlerinde, Amerika Birleşik Devletleri’nde veri yönetiminde blok zinciri teknolojisinden faydalanmıştır. Türkiye’de her ne kadar yasal yönetsel boyutta blok zinciri teknolojisine yönelik düzenlemeler gerçekleştirilse de uygulamalar bağlamında diğer ülkelerle kıyaslandığında kapsamlı projeler hayata geçirilmemiştir. Çalışmanın amacı kamu sektöründe blok zinciri teknolojisinin uygulama örneklerini değerlendirmektir. Çalışmada, nitel araştırma desenlerinden olan örnek durum incelemesi yöntemi tercih edilmiştir. These technologies are thought to have many contributions such as cost and time efficiency, encouraging collaboration, increasing productivity, and enhancing customer/citizen satisfaction. Blockchain technology, one of the new generation technologies that has experienced unprecedented growth in recent years, is used because it provides transparency, instant data monitoring, holistic decision-making and increased efficiency. At the same time, blockchain technology helps central and local governments work more efficiently and innovate faster. The secure sharing of data between citizens and institutions increases trust while providing an immutable audit trail for contract management, identity management and citizen services.In parallel with technological developments, the public sector is witnessing a rapid change and transformation. This change and transformation is experienced in different dimensions at the country level. Blockchain technology has been used in the land registry system in Georgia, in financial systems in Singapore, in political elections in South Korea, in real estate ownership in the Government of Ghana, in real estate transactions in Sweden, and in data management in the United States. In Turkey, although regulations have been made for blockchain technology in the legal administrative dimension, comprehensive projects have not been implemented in the context of applications compared to other countries. The aim of the study is to evaluate the application examples of blockchain technology in the public sector.
