A substantial part of the literature on urban poverty focuses on economic, such as unemployment, insufficient income and deductions on social transfers thus neglecting the sociological factors which contribute to this problem. This article, discusses in general the sociological factors other than the political and economic approaches called "structural reasons". While some portion of the cultural analysis dwells on problems resulting from ethnic segregation, another approach considers poverty as a deeply rooted problem in some cultures, the scope of which is beyond any kind of material deprivation. The argument of a culture of poverty is supported by the fact that misused state aid has led poverty to become a permanent problem. In a qualitative study conducted in the poor quarters of Nilüfer (2004), Yıldırım and Osmangazi (2006) districts of Bursa, a number of significant results were obtained concerning this matter.
