N2  - In this study, effects of strategic plans, which are prepared for Total Quality Management (TQM) activities in school within National Education system, on educational change and innovations are examined. The study designed in qualitative research approach and carried out with 9 school managers and 5 TQM formator teachers who work in various schools of Trabzon during 2010- 2011 academic years. Semi-structured interview technique used as main source of data collection. In order for data analysis “constant comparison method” which is commonly used in qualitative research methods, was used in the study. Results of data analysis show that participants believe that strategic plans have contributions to change and innovations in education if all teachers take effective part in change process and logic of strategic plans understood well by all. However, in practice it is found that strategic plans do not have expected effects on educational change and innovations due to inactive teachers in implementation process and lack of perceptions of teachers about logic of strategic plans. At the end of the study it is suggested that teachers should be made to be active participants of implementation process of strategic plans and help them to internalize the educational change process.
