The effort, in fact, started soon after the establishment of the Republic of Turkey, in 1930’s aimed at eradicating illiteracy in the countryside. Then , as Minister of National Education, Hasan-Ali Yücel launched a broad spectrum of programs that came to have a profound effect on culture and education all over Turkey . Yücel presided over what he called "mobilization for primary education" as the world had begun to convulse with the pains and deprivations of World war II. Nonetheless, he launched an ambitious program that encompassed all levels of education from grade one to post-graduate training. An epoch-making project led to the creation of "Village Institutes" which trained promising boys and girls from the rural areas as village teachers. These teachers received a well-rounded schooling in all basic subjects, but they were also taught hygiene, cooperative management, carpet-weaving, agriculture and apiculture, and a broad range of practical skills. This movement, based on the principle of work pedagogy and closely linked with the ideals of democracy has found tens of thousands adherents among intellectuals and villagers. Idealistic, dynamic and democratic-minded village teachers were trained. But many negative criticisms caused tobe put an end this positive attempt in a short time in 1954. This study tries to shed light briefly on the system of Turkish Teacher Training in which the unique experience of Village Institutes with a special reference of Kepirtepe Village Institute established in Tracya Region in 1938. With the aim of enlightenment of the past experiences in Kepirtepe Village Institute , an instrument for collecting data was developped by the researcher based on the “Unicef’s Implementation Handbook for he Convention of the Rights of the Child” and applied to the old teachers gradutaed from Kepirtepe Village Institute. The study has been concluded with some interpretation about the realisation of children’s rights at Kepirtepe Village Institute and suggestions to solve today’s problems in the system of Turkish Teacher Training, by using the results of the rich experiments in the past .
