To that general objective, this study investigated the attitudes towards e-government services of the disabled people and whether their attitude levels towards e-government services varied meaningfully depending on group variable. The research data was collected through “The Scale of Attitude towards E-Government Services” (SATEGS), developed by the researchers. 33 items were established when developing the scale and item total correlation was calculated. 33 items found to be meaningful as a result of these analyses were then examined by factor analysis for construct validity of the scale and a three-factor scale comprising 16 items was obtained as a result of this analysis. Reliability coefficients for the whole scale and the two sub-dimensions determined by varimax rotation were calculated through Cronbach α formula. The Chi-Square test was employed to test the construct validity of the scale could be determined. The research was carried out with 801 disabled people - disabled, elderly, young, women- in Eskişehir, Turkey, in the 2010. The findings from this study revealed that the scale was valid and reliable and that generally disadvantaged people’ level of agreement with the attitude statements for e-state services was high regardless of group.
