N2  - One of the fundamental problems of SMEs, which represent almost all of the business enterprises in our country and have significant contributions towards employment and regional development, is their financing problem. Personnel expense is one of the items resulting in financing problems. World Bank supported Privatization and Social Support Projects that have employment commitments. Within the scope of this project, participants are trained and placed in businesses. This study aimed at explaining about this projects and determining their important to firms.
