In this context, all the students of public administrationaddress normative issues directly or indirectly, deliberately or unintentionally.The following question has been mainly discussed in this paper: “How can anormative issue in public administration be analysed systematically on thebasis of empirical data within a methodological framework?” In this paper, thiscomplicated question has been dealt with a special reference to public serviceethics in Turkey within the boundaries of the design and findings of theresearch previously conducted for a different aim by the authors: A normativeresearch on the normative dimension of public service ethics in Turkey (i.e.basic norms and legal-administrative regulations and institutional mechanimsbased on such norms); an empirical research on the cultural dimension of publicservice ethics in Turkey (i.e. the cultural strengths and weaknesses of Turkishpublic administration in combating unethical conducts); and the link betweenthe normative and empirical research.   CR - Ahmed, M.M., K.Y.
