Although there will be no attempt to join the debate on the nature of the central government, there will be documentation of how the centre used the administrative reins it held, and where the central government’s representatives extended their control over the assignment of the Awqaf. There were two decisive factors with regards to the Magharibah Neighborhood; firstly, the establishment of the neighborhood as a Muslim waqf is a unique example which was unprecedented in Muslim history. Secondly, although several studies have explored the establishment of the neighborhood and its Awqaf, there is acontinuing need for studies that follow the changing nature of these institutions over time. In this context, the study consists of three parts; the first part deals with the waqf institutions in the neighborhood following a brief description of the process of establishment. Also, the significance of the neighborhood for the city of Jerusalem will be evaluated. The second part will examine in detail employment records of the Awqaf and determine the management policies of the Awqaf in the 18th century. The third part will determine personnel status and conditions. This study will thus shed light on employment policies within a provincial city in the Ottoman state, through the analyses of the records of waqf personnel. }, number={1}, publisher={Beytülmakdis Çalışmaları Vakfı}
