N2  - Bu makale dünya tarihinin ilk cezaevi konferansını tarihselve düşünsel açıdan kavramayı amaçlar. 1872’de İngiltere’de toplanan LondraCezaevi Kongresi, uzmanlar, bürokratlar, ceza reformu üzerine çalışan farklıalanlarda hayırseverlerin katılımıyla sosyolojik ve tarihsel bir dönümnoktasını temsil eder. Londra Kongresi, Onsekizinci yüzyılda John Howardtarafından başlatılan ceza reformlarının bir meyvesidir ve müteakipkonferansların da ilki olacaktır. Bu makale açısından önemi, ceza reformlarının Ondokuzuncu yüzyılın son otuz yılında vardığı noktayı, bu noktanın ne raddedebeynelmilel bir karakter taşıdığını, modern devletin inşası açısından taşıdığıbelirleyici rolü ve bununla beraber zenginlerin ve ayrıcalıklı kesimlerinhayırseverliğiyle devletin cezalandırma mekanizmalarının kesiştiği toplumsalolarak Yirminci ve Yirmibirinci yüzyılların kriminolojik ve cezayaklaşımlarının kurucu paradigmasını teşkil etmesindedir.
