N2  - The European Union promotes the internaland external interaction of the Union with the help of its public diplomacyimplementations. The European Union, which has carried out various publicdiplomacy implementations towards Turkey within the framework of EuropeanUnion-Turkey relationships, runs the Civil Society Dialogue Program based ondemocracy and acquis. This article evaluates the Civil Society DialogueProgram, an important public diplomacy implementation for the European Unionand it focuses on how the implementation operates and what it aims for Turkey’schange and transformation.
