AB  - The controversial relationshipbetween public expenditures and economic growth has become one of the famousmatters of interest, especially following the Great Depression that began inthe US in 1929. As well as other economic variables, an increase in the publicexpenditure of the countries is expectedto have significant impacts on those countries’ economic growth performance. Therefore, an annual dataset covering the period between the years 1981-2016 is used to determine therelationship of defense, health and education expenditures in the Turkisheconomy with economic growth. The Fourier unit root test results of the seriesindicate that economic growth and education expenditure series are stationary inthe level, and defense and health expenditure series are stationary in thefirst difference. The estimation results of ARDL bound test, which is conductedto detect the long-term relationships, indicate that defense, health, andeducation expenditures are positively related to economic growth at the values​​of 0.33, 0.17 and 1.33, respectively. In other words, it is determined that economic growth be mostlyaffected by education expenditures followed by defense and health expenditures,respectively.

N2  - Kamu harcamaları ile ekonomik büyüme arasındaki tartışmalıilişki özellikle ABD’de 1929 yılında başlayan büyük buhrandan sonra çok merakedilen bir konu haline gelmiştir. Ülkelerin kamu harcamalarındaki bir artışındiğer ekonomik değişkenlerin yanı sıra o ülkelerin ekonomik büyüme performansıüzerinde de önemli etkilere sahip olması beklenmektedir. Bu amaçla çalışmadaTürkiye ekonomisine ilişkin savunma, sağlık ve eğitim harcamaları ile ekonomikbüyüme arasındaki ilişkinin tespit edilmesi için 1981-2016 dönemini kapsayanyıllık verilerden oluşan bir veri seti kullanılmıştır. Serilerin Fourier birimkök test sonuçları ekonomik büyüme ve eğitim harcaması serilerinin seviyededurağan, savunma ve sağlık harcaması serilerinin ise fark durağan olduğunugöstermiştir. Uzun dönem ilişkileri tespit etmek amacıyla yapılan ARDL sınırtesti tahmin sonuçları savunma, sağlık ve eğitim harcamaları ile ekonomikbüyüme arasında pozitif yönde ilişki olduğunu ve sırasıyla 0.33, 0.17 ve 1.33değerlerini aldığını ortaya koymaktadır. Diğer bir ifadeyle ele alınan kamuharcama çeşitlerinden ekonomik büyümeyi en fazla eğitim harcamalarının dahasonra ise sırasıyla savunma ve sağlık harcamalarının etkilediği tespitedilmiştir.
