Therefore, sharing knowledge and the dispersion of communication are both providing fundamental changes in political scopes. In this context, the problematic of this work is going to be the approach which asserts that new communication devices and social networks, entailing important changes in many domains, in terms of determining public administration they overwhelmingly distrupt the state-oriented politics. Coevally this issue has forced the government to consist on a multi-purpose structure. Based on this problematic it can be said that the aim of this work is to delve into how and from which aspect new communicative devices, lately having effect on nearly all sectors and social networks, are influencing the process of public policy. First of all, the work is making a conceptual analysis of public policy, enlightening the historical background and mentioning traditional and new actors playing a role in terms of creating public policy. Further, new actors becoming significant for the process of creating public policy and their influence on it will be the matter of consideration. Likewise, the accruement of new communicative devices and social networks reinforcing their authority on public politics will be examined in this work. Achieved results of this research are to be concluded such as todays new communicative devices and social networks are exceedingly accelerating and simplifying the sharing of knowledge and communication dispersion. On that account it is to say that such development cannot be excluded from modern human life, which due to its strength even provides the possibility of simplifying and accelerating the creation of public policy. Apart from that, this renders important functions such as transferring an issue to the political agenda or putting pressure resulting from public opinion on decision-makers. For that reason in order to create and determine public policy, the non-state actors will be involved as well, which means transforming a process of a multi-purpose structure.
