Fossil and nuclear fuels are the main energy sources in the developed countries. In our country, fossil fuels utilization corresponds to a big ratio of 61 %. Environment pollution has occured when using fossil fuels which exposed to harmful gases such as CO2 , NO2 and SO2 . While comparing a 1000 MW nuclear power plant and 1000 MW thermal power plant, the thermal power plant exposses radiation 490 rem/year per person due to the fact that coal consists of uranium 1,3 per billion and toryum 3,2 per billion. The nuclear power plant exposes radiation only 4, 8 rem/year per person. It is clear that the thermal power plant having the same power with nuclear power plant exposes radiation 100 times higher than the nuclear power plant. For this reason, modeling a radiation control system around thermals power plant has been proposed. By this system, the radiation of environment is controlled by central control unit. This system gives alarm when the radiation value exceeds the permitted radiation level.
