AB  - Demir çelik endüstrisi, reel ekonomiyesağladığı katkılar açısından dünya ekonomileri için stratejik önemi olan bir endüstridir.Avrupa Birliği (AB)’nin kuruluşunda demir çelik endüstrisi için Avrupa Kömür veÇelik Topluluğu (AKÇT)’nun oluşturulmuş olması buna somut bir örnektir. Sektörünbir diğer önemli aktörü ABD’nin demir çelik endüstrisine yönelik halen süren korumacıönlemleri yoğun tartışma yaratmaktadır. Öte yandan, Çin hükümetinin teşvik ettiğiçelik ihracatına karşı, AB’nin ülkeden yaptığı çelik ithalatına yönelikkorumacı önlemler almaları dikkat çekmektedir. Bu konudaki çeşitli yayınlar,Japonya ve Güney Kore’nin de çelik endüstrisinin gelişiminde devlet desteklerininönemine vurgu yapmaktadır. Konu ile ilgili Türkiye’de son olarak, Aralık 2017’deBakanlar Kurulu kararı ile uygulamaya konan yeni ithalat rejimi gereği, ülkegrupları bazında gümrük tarife indirimine gidilmiştir. Söz konusu kararın demirçelik endüstrisi açısından yaratacağı etkiler bu çalışma ile vurgulanmaya çalışılmıştır. Uygulamanın orta ve uzun vadede Türkiye demirçelik endüstrisinin rekabet gücü üzerindeki etkisinin olumsuz olacağı öngörülmektedir.

N2  - Iron andsteel industry has a strategic significance in terms of its contributions intothe real economy for the world economies. During the establishment of EuropeanUnion (EU), forming of European Coal and Steel Community for iron and steelindustry is an apparent example for that. The protective measures of the USA,as being another important actor of the industry, have been creating intensedebate globally. On the other hand, as a response of steel exports from Chinathose encouraged by the Chinese government, taking precautions of the EU forsteel imports from the region is remarkable. Varying publications in this fieldhave been pointing out the importance of government incentives for developmentof Japanese and South Korean steel industries. In connection with the subject,as a result of the Turkish Ministerial Board decision on December 2017 aboutimporting regime, tariff reduction has been come into force based on specified countrygroup classification. The impacts of the decision on iron and steel industry ofTurkey over medium and long term are tried to emphasize through this study. Asa summary, unfavorable results are foreseen for the industry.
