Devletlerin refahı ve çöküşünü; çevresel, sosyal, ekonomik,politik ve tarihsel faktörlerin bir araya geldiği dinamik bir çerçevede tahlileder. Kurucusu olduğu ‘Umran’ ilmi ile toplum refahını esas alan arz-talep,fiyat-ücret, emek-değer, üretim-tüketim ve tüm ekonomik sistemin murakabesiniyapan devlet tanımıyla bütünsel bir model ortaya koymuştur. Devleti düzenleyicive denetleyici rolü ile iktisadi hayatın önemli bir unsuru olarak işaret etmiş.Gelişmiş bir toplum ve istikrarlı refah için devletin üstlenmesi gerekenrolleri örneklerle tarif etmiştir.

N2  - The Muqaddimah, which was taken with scientific methodology in the 14thcentury, is the masterpiece that brings together the theoretical background andpractical observations of Ibni Haldun in a balanced way. Prosperity andcollapse of the states; environmental, social, economic, political, andhistorical factors in a dynamic framework. The founder of 'Umran' has putforward a holistic model which describes the state which is the subject of thesocial welfare based supply / demand, price-wage, labour-value, production-consumptionand the whole economic system. He pointed to the state as a regulatory andsupervisory role and an important element of economic life. He described theactive and passive roles that the state should undertake to exemplify anadvanced society and stable prosperity.
