Global experiences have shown that some countriesthat have concentrated their efforts on large-scale industrial projects and theimport of modern technology have not managed to achieve any economic progresswhen they have neglected serious attention to human resources and talentmanagement. The study aims at diagnosing and analyzing the principles andprinciples related to talent management in government institutions in theSultanate of Oman and discussing the benefit of applying these strategies. Theunits of government institutions in Muscat Governorate represented the studysociety. A class sample of the study population was chosen from the employeesof the administrative departments and other specializations (312). Theresearcher designed a survey consisting of five dimensions, according to thefive-dimensional Likert scale. The findings revealed that there is asignificant relationship between the level of implementation of human talentmanagement strategies and the excellence in the institutions concerned, theexistence of a statistically significant impact between the availability oftalent management standards and the performance of these institutions, and thatthere is a statistically a significant impact between the availability of talentmanagement and performance of these institutions. The paper recommended thatindividuals should be encouraged to increase their talents, and that fair basesfor rewards and promotions should take into consideration talent andperformance of employments.
