N2  - A  sound education system, which is known to have determined lifetime learning  strategies, takes its part as one of the most significant components of  development on the enrichment of human capital starting from pre-school to  higher education. In this article, the relationship between Istanbul's regional  development process and the subject of higher education, which is one of the  most important determinants of human capital, will be discussed in the light of  2023 Turkey's Vision and 2010-2013 Istanbul Regional Plan, which is the major  document addressing the regional development process.
