How new graduates, who were appointed from the center and expected to offer compulsory service, and people living in the region where they were appointed experimented the policy of centralization of health services are analyzed through Prime Ministry Ottoman Archives documents. The article mentions about the problems of the out of centre activities of a new, modern professional group, and specifically underlines insufficient number of physicians, methods of dealing with this insufficiency, malfunctioning salary payments, and dissatisfaction of people with physicians. Finally, the article says that despite all the malfunctioning and troubles, the effort to impose a system is permanent and the preservation of the system, despite stretched due to conditions, and persisted CR - Kırlı C.
