the 1945 Constitution explicitly </span> <span lang="in" xml:lang="in">not just </span> <span lang="en-gb" xml:lang="en-gb">changed the constitutional system and the mechanism of

water and food rights as shown at the Indonesian Constitution after 1999-2002
amendments. Moreover, this paper compares the rights in international
