Bu çatışmaları ortadan kaldırmak üzere sözleşme ile bir araya gelen insanlar doğal haklarını” devlet”e devrederler. Literatürde totaliter bir devlet örneği olarak Thomas Hobbes’un devlet anlayışı ve liberal devlet örneği olarak John Locke’un devlet anlayışı bulunmaktadır Yeryüzündeki en güçlü göze sahip olan devlet, güvenliğin sağlanması için olup biten her şeyden haberdar olmak istemekte ve gündelik hayatın her anını kontrol altına almak için her türlü teknolojiyi kullanmaktadır. Toplumda var olan bütün iletişimi gözetlemekte ve denetime tabi tutmaktadır. Kişilerin fiziksel, zihinsel, ekonomik ve soysal özellikleri hakkında bilgi toplamaktadır. Günümüz şartlarında bilmek; gözetlemeyi, denetlemeyi ve sınıflandırmayı olanaklı kılmaktadır. Devlet bunları yaparken “güvenlik gerekçesi”ni ileri sürmektedir. Çünkü iktidarın sürekliliğinin sağlanması, en başta iktidarı tehdit edecek tüm unsurlardan haberdar olup müdahale etmek yani güvende olmak ile mümkündür. Bu amaçla da istediği yönde yasalar çıkarabilmektedir.Günümüzde artık “gözetleme” güvenliği sağlamanın ötesine geçerek güç ve iktidar kavramlarına karşılık gelmektedir. Bilim ve teknoloji tamamen iktidarın bir tahakküm aracı olarak kullanılmaktadır. İktidar oluşturduğu yasalar ile gözetlemeyi meşru kılmakta, itirazlar karşısında da güvenlik gerekçesini göstermektedir KW - Devlet KW - gözetim KW - güvenlik KW - teknoloji N2 - In the focus of conflicts between people there are the concepts of “security” and “property”. People, who come together in order to eliminate these conflicts through a contract, convey their rights to the “state”. In the literature, Thomas Hobbes represents the example of totalitarian state and John Locke represents the example of liberal state. The state, “which possess the most powerful eye” wants to know everything that happens in order to provide security and uses technology to control the every moment of daily life. It monitors all communication in the society and supervises it. It collects information about physical, mental, economical and social characteristics of people. In today’s conditions, knowing makes monitoring, surveillance and categorization possible. The state justifies these acts by “rationale of security”, since the sustainability of the rulership depends on maintaining security by means of being aware of all elements, which could pose a threat to the state and intervening them. For this reason, it can pose laws in the desired direction. At the present day, “surveillance” has now extended beyond providing security and become corresponding to the concept of rulership. Science and technology have now become tools of domination in the hands of government.
