AB  - Bu çalışmada yoksullukölçüm alanında Dünya genelinde yaşanan gelişmeler çerçevesinde dikkatealınarak, Türkiye’deki kırsal yoksulluk farklı ve yeni bir yaklaşımlahesaplanmıştır. Mevcut yoksulluk ölçüm yaklaşımlarına kaynaklık eden “TekBoyutlu” bakış açısı yerine “Çok Boyutlu” bir bakış açısı ile Türkiye’dekikırsal yoksulluk yeniden ele alınmıştır. Elde edilen sonuçlara göre incelenendönem için çok boyutlu yoksulluk değeri Türkiye geneli için ortalama 0,41olarak bulunmuştur. Çok boyutlu kırsal yoksulluk değeri ise ortalama 0,51’dir.Bölgeler, hane büyüklükleri ve hane reisinin eğitim seviyesine göre hesaplanançok boyutlu yoksulluk değerleri, hemen hemen her değişkende tek boyutluyoksulluk değerlerinden yüksek bulunmuştur. Hem Türkiye genelinde hem de kırsalalanda 2,5 kat daha fazladır. Hem Türkiye geneli hem de kırsal alan için,hanelerin en büyük çok boyutlu yoksulluk nedeni konuta dair ödemeleriniaksatmalarıdır. Ayrıca incelenen dönemde, hem Türkiye geneli hem de kırsal alaniçin bütün çok boyutlu yoksulluk göstergelerinde azalışlar gözlemlenmesinerağmen, “Hane halkının 2 günde 1 et, tavuk veya balık yiyememe”, “Konut hariciödemeleri aksatma” ve “Hanede çalışabilecek durumda olan en az 1 işsiz bireyolması” göstergelerinde artışlar tespit edilmiştir.

N2  - In this study, the poverty measurement area within the framework of considering the developments in theworld, rural poverty in Turkey is calculated with a new and different approach. The source of the currentpoverty measurement approach "one-dimensional" point of view instead of "Multidimensional" isdiscussed again in Turkey with rural poverty perspective.Overall and rural multidimensional povertyindices for Turkey were found to be 0.41 and 0.51 respectively for the research period. Both overall andrural multidimensional indices estimated based on variables of region, household size and educationlevel of the household head were found to be more than 2.5 times higher than the one-dimensional indicesin almost all of them. The greatest determinant of both overall and rural multidimensional poverty ishousing payment arrears. Although there are some general improvements in overall and rural indicesduring the period, deteriorations were also observed in "to eat meat -or another adequate source ofproteins- regularly", "Have payment arrears (excl. housing)" and "living in a household with at least oneunemployed individual" parameters.
