AB  - Günümüzde sosyal sermaye olarak adlandırılan,iş gücü ve işveren aralarındaki güvene dayalısosyal ağlarının kuvvetlendirilmesinin işsizlik ilemücadelede önemli bir politika olduğu kabuledilmektedir. Diğer taraftan sosyal sermaye ileişsizlik arasındaki nedenselliğin yönü hakkındatartışmalar mevcuttur. Bu sebeple, çalışmanınhedefi sosyal sermaye ile işsizlik arasındakinedenselliğin yönünün panel veri analizi yönte‐miyle araştırılmasıdır. 1981‐2012 döneminikapsayan verilerle 41 ülke için yapılan panelnedensellik analizinde ülkeler arasındaki yataykesitbağımlılığıveheterojenlikunsurlarıdikkatealınmıştır. Analiz sonuçları sosyal sermayedenişsizliğe doğru bir nedenselliğin bulunduğunuortaya koymaktadır. Bulgular işsizliğe yönelikkullanılabilecek sosyal sermaye politikalarınınetkinolabileceğineişaretetmektedir.

N2  - Today, strengthening the social networks basedonthetrustbetweenthelaborforceandemplo‐yer is an important policy to struggle with theunemployment. On the other hand, there arealso debates about the direction of causalitybetween the social capital and unemployment.Theaimofthisstudyistoinvestigatethedirec‐tion of the causality between the social capitaland unemployment through panel data analysisin which heterogeneity and the cross sectionaldependency were taken into consideration.Thedata are from 42 countries for the period of1941‐2012.Theresultsoftheanalysisshowthatthere exists a causality from social capital tounemployment.Findingsindicatethatthesocialcapitalpoliciesupontheunemploymentcouldbeefficient.
