AB  - Konut sorunu sadece konut üreterek aşılacak bir sorun değildir. Üretilen konutların özellikle konut sorununun asıl mağduru olan sabit gelirli alt ve orta sınıf için ulaşılabilir olması gerekmektedir. Günümüze kadar özel sektörün belirleyici olduğu konut üretiminde, devlet; etkin, tutarlı ve uzun soluklu bir sosyal konut politikası uygulamış değildir. Özellikle büyük şehirlerdeki kiracı sayısındaki artış, kentleri çevreleyen gecekondular bu durumun en açık delilidir. Sorunun büyüklüğü ve önemi yeni konut sunum modellerini gerekli kılmaktadır. Belediye-Toplu Konut İdaresi- Konut Kooperatifleri modeli bu bakımından önemli avantajlar sunmaktadır. Kenti biçimlendiren, her türlü kentsel sorun karşısında halkın ilk başvurduğu adres olan belediyeler ile yapısı gereği dayanışmanın esas alındığı konut kooperatiflerinin işbirliğinin merkezi idare (TOKİ) tarafından desteklenmesi arsa ve konut maliyetlerini düşürecek, halk katılımını artıracak, kentsel rantı kamuya kazandıracak, çağdaş kentsel yaşam alanlarının ortaya çıkmasını sağlayacaktır. Başta Batıkent olmak üzere onlarca örneği bulunan bu işbirliği modeli konut sorununun aşılmasında önemli bir potansiyeli içinde barındırmaktadır.

N2  - The problem of housing cannot be surmounted by solely producing houses. The produced houses should be accessible or affordible by the fixed income earners middle and under classs who are unjustly treated in relation to the problem of housing. So far, while private sector has become dominant in house production, the government has not pursued an effective, consistent, long range social housing (affordable housing) policy. Increasing number of tenants in metropolis cities are bare evidences of this situation. The extent and the importance of the problem requires new housing supply models. The cooperation of municipality-Mass Housing Administration-housing cooperatives model has important advantages in this respect. Cooperation of municipalities which are accessible to citizens and the housing cooperatives based on solidarity, if supported by the central government, will decrease land and building costs, return urban land rents to the public and produce modern living areas in cities. This model has a potential for overcoming the problem of housing as can be seen in Batıkent and other examples.
