A New Approach to the Environment: SEA versus EIA

Abstract

There is an increasing interest in the strategic environmental assessment (SEA) of policies, plans and programmes in the world. Therefore some principles for SEA systems has been developed and practices has advanced in several countries. There is not agreement on the common and universal definition of SEA. This article determines requirements against which existing or proposed SEA system upon the Environmental impact assessment (EIA). It relates to coverage and screening, to scooping to assessment and preparation of the SEA report and discusses the nature of SEA.
