Demokrasi kavramından bahsedildiğinde ilk akla gelen devlet organı yasama organıdır. Demokratik ülkelerde kanun yapmak, yeni kurallar tanzim etmek yetkisi parlamentolara verilmiştir. Parlamentoların üye sayıları her ülkenin kendi şartlarına bağlıdır. Ayrıca parlamentolar yapıları bakımından da tek meclisli ya da çift meclisli olabilir. Türk parlamento tarihinde hem tek meclisli hem de iki meclisli sistem tecrübesi yaşanmıştır. Yürürlükte olan 1982 Anayasası tek meclisli bir yapıyı benimsemiştir. Şayet gerçekleştirilebilirse, yeni anayasada yasama organı hangi sisteme göre düzenlenmelidir? Tek meclisli bir yapı mı yoksa iki meclisli bir yapı mı tercih edilmelidir? Hangi sistem Türkiye için daha kullanışlı olacaktır? Bu çalışma, bu sorulara cevap bulmayı hedefl enmektedir
When we mention about the concept of democracy, it is the legislative body of the state that comes to mind fi rst . In democratic countries, parliaments are given the authority to make or enact laws. It depends on the countries’ own conditions that how many members their parliaments have. Moreover, parliaments could be bicameral or unicameral in terms of structure .There have been both experience of bicameral and unicameral system in Turkish parliament history. The 1982 Constitution Turkey in effect today, has adopted an unicameral structure . If it is possible to make a new constitution, which structure should be preferred? Which system would be more useful for Turkey? This study aims to answer these questions
