Siyasal partiler modern demokrasilerde öncü, yönlendirici ve vazgeçilmez kurumsal aktörlerdir. Bu tanım daha çok demokrasiyle organik ve zorunlu bir bağ kuran modern liberal demokrasiler için geçerlidir. Bahsi geçen ideal durum Türkiye siyasal hayatı için bir ön kabuldür ve birçok siyasal analize konu olmuştur. Ancak Türk siyasal hayatında siyasal partiler ile demokrasi arasındaki sorunsalın tanımlanma ihtiyacı güncelliğini korumaktadır. Bu açıdan Türk siyasetinin son yirmi yılında aktif olarak rol almış siyasal partilerin teşkilat yapıları üzerinden bir demokrasi değerlendirmesi yapmak açıklayıcı sonuçlar ortaya koyacaktır. Çalışma kapsamında toplumu etkileme kapasitesi yüksek olan ve farklı ideolojik tutumları içinde barındıran Adalet ve Kalkınma Partisi (AK Parti) ve Cumhuriyet Halk Partisi (CHP) Türk siyaseti açısından teşkilat yapıları üzerinden değerlendirmeye en uygun örnekler olarak kabul edilmiştir. Çalışmanın temel amacı Türkiye’deki demokrasi kültürünün liberal demokrasi seviyesine ulaşamamasındaki temel nedenleri açıklamaktır. Bu amaçla temel sorunsala yönelik kapsayıcı genellemeler Ak Parti ve CHP örneği üzerinden ifade edilmiştir. Çalışma nitel araştırma deseni kullanılarak Birkaç Araştırma Analizi boyutunda gerçekleştirilmiştir. AK Parti ve CHP temel vakalar olarak belirlenmiştir. Bu vakalar Olabildiğince Farklı Sistemler Tasarımı (OFST) yöntemi kullanılarak analiz edilmiştir. Bu analizde parti programları temel araştırma kaynağı olarak kullanılmıştır. Bağımsız değişken olarak belirlenen parti içi örgütlenme biçimleri ile partilerin siyasal gerçeklikte ortaya koydukları anti demokratik politikalar arasındaki nedensellik ilişkisi açıklanmıştır. Seçim yanlılığı problemiyle karşılaşmamak için örneklemler toplumda etki alanı yüksek olan farklı ideolojideki partiler arasından seçilmiştir.
In modern democracies, Political parties are leading, directing and indispensable institutional actors. This definition mostly applies to modern liberal democracies, which have an organic and necessary connection with democracy. This ideal situation is a presupposition for Turkish political life and has been the subject of many political analyses. However, the need to define the problematic between political parties and democracy in Turkish political life remains topical. In this regard, an assessment of democracy through the organizational structures of political parties that have played an active role in the last two decades of Turkish politics will reveal explanatory results. Within the scope of the study, the Justice and Development Party (AK Party) and the Republican People's Party (CHP), which have a high capacity to influence the society and embody different ideological attitudes, are considered to be the most appropriate examples to be evaluated through their organizational structures in terms of Turkish politics. The main purpose of the study is to explain the main reasons why the culture of democracy in Turkey has not reached the level of liberal democracy. For this purpose, inclusive generalizations regarding the main problematic are expressed through the examples of the AK Party and CHP. The study was carried out in a Few Research Analysis dimensions using a qualitative research design. Ak Parti and CHP were determined as the main cases. These cases were analyzed using the Most Different Systems Design (MDSD) method. Party programs were used as the main research resource in this analysis. The causality relationship between the forms of intra-party organization determined as the independent variable and the anti-democratic policies of the parties in political reality is explained. In order to avoid the problem of election bias, the samples were selected from parties with different ideologies that have a high influence in the society.
