                            <p>This article examines construction and repair activities carried out at Christian sacred sites in the 17th-century Ottoman Jerusalem through the framework of building permits, with particular attention to the governance of space and the local articulation of Ottoman state policy. Its main aim is to move beyond viewing these permits as purely architectural or technical procedures and to show how the boundaries, modes of use, and continuity of sacred spaces were defined and supervised by the Ottoman administration. Drawing on theoretical approaches that emphasize the sacred, symbolic, and social production of space, the study employs these perspectives as an interpretive lens rather than as concepts to be tested, seeking instead to provide a conceptual language for a document-based historical analysis.The study is based on mühimme registers, which allow for tracing the circulation of central administrative decisions at the local level, alongside the Jerusalem sharia court records that document the implementation of these decisions in practice. Methodologically, it focuses on the functioning of permission procedures, the ways in which requests were justified, and the mechanisms of supervision, by reading these two types of sources simultaneously and in relation to one another.The documents indicate that construction and repair requests were commonly framed through references to long-established use, necessity, and the preservation of the existing order. Within this context, building permits served to secure the physical continuity of sacred spaces while operating as an administrative instrument that regulated communal relations and limited local intervention. By approaching building permits as a distinct practice through which decisions concerning the governance of sacred space were formulated, negotiated, and enforced, the article offers a cautious reading of the relationship between space, authority, and order in early modern Ottoman Jerusalem.</p></trans-abstract>
                                                                                                                                    <abstract><p>Bu makale, 17. yüzyılda Osmanlı Kudüs’ünde Hristiyanlara ait kutsal mekanlarda gerçekleştirilen inşa ve tamir faaliyetlerini, yapı izinleri üzerinden mekanın yönetimi ve Osmanlı devlet politikasının yerel düzeydeki yansımaları bağlamında incelemektedir. Çalışmanın temel amacı, bu izinleri mimarî ve teknik işlemlerden ibaret saymayıp kutsal mekanın sınırlarının, kullanım biçimlerinin ve sürekliliğinin Osmanlı idaresi tarafından nasıl tanımlandığını ve denetlendiğini ortaya koymaktır. Makale, mekanın kutsal, sembolik ve toplumsal olarak üretildiğini vurgulayan kuramsal yaklaşımları, tarihsel bağlamı açıklayıcı bir çerçeve olarak kullanmakta; bu kavramları sınamaktan ziyade, belge temelli analize kavramsal bir dil kazandırmayı hedeflemektedir.İnceleme; merkezî idare kararlarının yerel düzeydeki dolaşımını izlemeye imkân veren mühimme defterleri ile bu kararların uygulama safhasını belgeleyen Kudüs şer‘iyye sicillerine dayanmaktadır. Bu doğrultuda yöntem; izin süreçlerinin işleyişini, taleplerin gerekçelendirme biçimlerini ve denetim mekanizmalarını her iki kaynak türü üzerinden eş zamanlı ve bütüncül bir yaklaşımla değerlendirmeye odaklanmaktadır.Belgeler, inşa ve tamir taleplerinin çoğunlukla kadim kullanım, zaruret ve mevcut düzenin korunması gibi gerekçelerle dile getirildiğini göstermektedir. Bu açıdan izinler kutsal mekanların fiziki devamlılığını sağlarken, cemaatler arası ilişkileri ve yerel müdahaleleri sınırlayan bir idarî araca işaret etmektedir. Çalışma, Osmanlı Kudüs’ünde yapı izinlerini, kutsal mekanın idaresine ilişkin kararların alındığı, müzakere edildiği ve uygulamaya aktarıldığı özgül bir uygulama olarak ele almakta, erken modern dönemde mekan, iktidar ve düzen arasındaki ilişkilere dair temkinli bir okuma önermektedir.</p></abstract>
