                                                                                                <abstract><p>Ülkemizde 2017 yılı Anayasa değişikliği sonrası kamupersonel rejiminin yeniden şekillendirilmesi kapsamında kamu personelininsözleşmeli statüye geçirilmesi, kamu personelinin başarı kriterinin performans sonuçlarıile ilişkilendirilmesi, üst düzey kamu görevlilerinin dışarıdan atanması vegörev sürelerinin sınırlandırılması konuları gündeme gelmektedir. Bu talepleri1980’li yılların ortalarından itibaren gelişmiş ülkelerde uygulamaya konulan “YeniKamu Yönetimi” anlayışının kamu sektörünün yönetim tarzında meydana getirdiğideğişimlerin bir yansıması olarak görmek gerekmektedir. Öyle ki 20 yy boyuncatüm kamu personel rejimine hakim olan Weber’in geleneksel bürokrasi teorisi,katılığı ve değişime karşı uyumsuzluğu nedeniyle 1980’li yıllardan itibaren ciddişekilde eleştirilmeye başlanmıştır. Bunun sonucu olarak başta OECD Ülkeleriolmak üzere tüm dünyada kamu yönetiminin esnek ve performans odaklı formlarauyması ve sonuç odaklı faaliyette bulunması gerektiği tezinden hareketle “YeniKamu Yönetimi” anlayışının şekillendirdiği kamu personel rejimi uygulamayasokulmuştur. Bu açıdan “Yeni Kamu Yönetimi” anlayışınıngeleneksel kamu personel rejimine yönelik etkilerinin sağlıklı analiz edilmesiülkemizdeki değişim talebinin anlaşılması açısından önem arz etmektedir.</p></abstract>
